Installation of Controlled Emission Toilet (CET) Facility at Operators Depot

A UK Train Operator had a franchise commitment to install a CET facility at one of its depots in order to service a new fleet of passenger units which were being introduced. The tendering exercise and subsequent site works were undertaken in 2013/14.

Project Challenges : Site Restrictions and Potential Punitive Damages

The key challenges faced with respect to this procurement exercise was that not only was the site notoriously difficult for Suppliers and Installers to gain access to, it needed to remain operational at all times.  A procurement strategy therefore had to be developed with these issues in mind. Solutions would need to be found for getting equipment and materials to site on time despite the lack of storage space together with the confined working space that would be available to the Contractor.

A consequence of the site having to remain open, was that of timing as there were substantial damages attached to this Franchise Commitment, which would arise if the project was not delivered on time.

These constraints deterred a number of tenderers from submitting a bid and following site visits by tenders the number of options diminished even further. This made for a challenging tender process and one whereby the suppliers needed to be kept fully informed to ensure that each party knew the specific requirements of the project in order to ensure that their bids reflected these.

The Solution : The value of Communication and Management

We conducted a closely managed and monitored tender process with regular Supplier interfaces and updates supplemented with site visits to ensure that the end product met the requirements of the scheme.

A back to back agreement in respect of the damages was negotiated with the Supplier thereby ensuring that the Client was adequately protected.

Due to the close Supplier contact and open communication channels, all the obstacles to this project were satisfactorily resolved and it was delivered on time. The site works were undertaken without any impact to the continued operation at the site.

Benefits

As a result of this exercise, our Client has a fully operational CET facility delivered and installed on time, on budget and ready for the arrival of the new fleet of passenger units. 

A hidden benefit was that whilst working with our Client on this project, solutions were explored that enabled Network Rail to deliver another project more efficiently.
